Allentown Parking Authority Board Meeting Rules & Decorum
These rules are established to ensure that meetings of the Allentown Parking Authority Board are conducted in an orderly, safe, and respectful manner consistent with applicable law and the Authority’s responsibilities.
1. No Bag Policy
To promote the safety, security, and orderly conduct of Board meetings, attendees shall not bring bags or similar personal containers into the meeting room. Prohibited items include, but are not limited to, purses, backpacks, briefcases, tote bags, and other oversized personal items.
Exceptions may be made for medically necessary items, diaper bags, or other items required by law. All permitted exceptions may be subject to inspection prior to entry. Small personal items such as wallets, cell phones, and keys are permitted.
The Authority reserves the right to deny entry or require the removal of prohibited items.
2. Order and Decorum
All persons attending Board meetings shall conduct themselves in a respectful and orderly manner. Disruptive behavior, including but not limited to shouting, interruptions, intimidation, or actions that interfere with the orderly conduct of the meeting, will not be permitted.
3. Public Comment
Public comment will be permitted in accordance with the Authority’s established procedures and agenda guidelines. Speakers must:
- Identify themselves when recognized
- Address comments to the Board as a whole
- Limit remarks to the allotted time
- Refrain from personal attacks, defamatory statements, or disruptive conduct
The Chairman of the board and/or Executive Director reserves the right to terminate comments that violate these standards.
4. Recording and Photography
Meetings may be recorded by the public provided that such recording does not interfere with the proceedings. The Authority reserves the right to establish reasonable restrictions to ensure meetings proceed without disruption.
5. Removal for Disruptive Conduct
Any individual who engages in disruptive, threatening, or otherwise inappropriate conduct may be asked to cease such behavior or may be removed from the meeting room at the discretion of the presiding officer or authorized personnel.
6. Compliance
Attendance at Board meetings constitutes agreement to comply with these rules. Failure to comply may result in removal and/or restriction from future meetings as permitted by law.
